Background
The Centers for Medicare & Medicaid Services (CMS) is the Federal agency responsible for the operation and oversight of the Medicare and Medicaid programs, as well as the Federal participant in State-operated Medicaid programs and the Children’s Health Insurance Program (CHIP). CMS aims to assure healthcare security for the public by managing these programs and providing leadership in the broader healthcare marketplace.

The goal of this contract is to develop a Research, Measurement, Assessment, Design, and Analysis (RMADA) 3 IDIQ that will provide analytic support and technical assistance for models and demonstration programs derived under the Patient Protection and Affordable Care Act (ACA). This initiative is part of CMS's commitment to strengthen and modernize the nation’s healthcare system while maintaining or improving quality of care at lower costs.

Work Details
The contractor will provide a wide range of analytical support and technical assistance activities that include but are not limited to: supporting all aspects of model design and operations (excluding IT), conducting program, data, and environmental analyses, monitoring model site implementations, designing surveys and primary data collection activities, obtaining and analyzing secondary data sources related to Medicare, Medicaid, CHIP, reporting on formative and summative analyses, providing rapid cycle evaluation feedback to CMS, creating annual and final program findings reports, assisting in developing program templates/tools/toolkits/driver diagrams, supporting stakeholder engagement/training, providing data analysis/integration support, assisting in developing program-specific technical/policy resource guides/educational materials, providing grant proposal reviews/summarization reports. The contractor may also be involved in developing learning systems to support accelerated learning and dissemination of promising practices.

Place of Performance
The work will primarily be performed at various locations as determined by task orders issued under this IDIQ.
