The NASA Armstrong Flight Research Center (NASA AFRC) has a requirement for Research Facility and Engineering Support Services. In support of the requirement, NASA AFRC intends to issue a Request for Proposal (RFP) to solicit and award a single Hybrid contract with Firm Fixed Price and Time Material Contract Line Item Number.

The specific requirement is to provide Research Facility and Engineering Support Services at NASA AFRC, located on Edwards Air Force Base, California, Building 703 located in Palmdale, California, and other locations designated by the Government. The support shall include, but is not limited to, providing labor and materials to perform development, test, engineering, analysis, specification, design, development, installation, integration, operation, maintenance, documentation, training, customer outreach, change management, configuration control, troubleshooting and related functions. These responsibilities branch across three primary functional areas:

Dryden Aeronautical Test Range (DATR) operations and engineering services,
Simulation (SIM) support services, and
Center-Wide Information Technology (IT) Services

Background
The National Aeronautics and Space Administration (NASA) Armstrong Flight Research Center (AFRC) is seeking engineering and technical services to support its Mission Operations Directorate. This includes providing efficient and effective Dryden Aeronautical Test Range (DATR) operations and engineering, Simulation Lab (SIM) support, and center-wide information technology (IT) services.

Work Details
The contract requires a wide range of services including research facilities and engineering support services, performance requirement summary, general requirements such as export control, place of performance, travel, work schedule, government furnished property, work breakdown structure, contract administration and business management covering staffing, compliance, quality, security, safety, training, property control, purchasing, facility management, contract management information systems, deliverables, and interface with other organizations. Additionally, the work breakdown section outlines various specialized engineering services related to DATR TRAPS and MCC Systems and Software Engineering, Range Specialized Engineering Services, Range Engineering Support, Dryden Aeronautical Test Range Video Systems, DATR Tracking and Mobile Systems, DATR Communications, Simulation Systems Engineering Sustaining Support, SIM Custom Computer System Buildup and Support, Data Center and System Administration Services, Service Desk and Business Support Services, IT Systems Engineering Services, Office of Protective Services (OPS) Support Services, Administrative and In-Flight Photography Services, Administrative-Audio/Video and In-Flight Video Support Services, Graphics and Illustration Services as well as Program Management Services.
