Research Facilities and Engineering Support Services (RF&ESS)   3

NASA Armstrong Flight Research Center (NASA AFRC) hereby issues the final Request for Proposals (RFP) for Solicitation No. 80AFRC19R0022 for the Research Facilities and Engineering Support Services (RFESS) requirement. Industry questions may be submitted in accordance with Section L, Communication Regarding this Solicitation.

Proposals are due in accordance with Section L, Proposal Preparation Instructions To Offerors.

The North American Industry Classification System (NAICS) Code for this procurement is 541513 Computer Facilities Management Services with a small business size standard of $30M. The Government does not intend to acquire a commercial item using FAR Part 12. This will be a 100% small business set-aside.

All responsible sources may submit an offer which shall be considered by the Agency.

Requests for documents which are referenced in the solicitation and not available to the general public must be made via e-mail to the Primary Point of Contact. The request must contain the specific document name and number requested, as well as the name of the requestor, company name, and CAGE code.

It is the Offeror's responsibility to monitor the Government Point of Entry (GPE) www.beta.SAM.gov for the release of amendments (if any) . Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).

AMENDMENT 1:

The purpose of this amendment is to respond to questions received regarding the RF&ESS requirement. The proposal due date has not been extended.

AMENDMENT 2:

The purpose of this amendment is to correct the due date on attachment L03 Past Performance Questionnaire and revise the PWS.

AMENDMENT 3:

The purpose of this amendment is to:
1. Provide answers to questions received in response to the RF&ESS requirement.
2. Provide revisions to Sections B-I, Terms and Conditions and Section J, List of Attachments: L01 PWS, J04 DRD, and L02 NASA RFESS Historical document as a result of the questions. Changes are in red font throughout the documents.
