THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. Objective

The Naval Research Laboratory (NRL) is searching for potential sources with the capability to perform the requirements set forth in the attached draft Statement of Work (SOW), entitled Research, Development, Test & Evaluation (RDT&E) Support for the Center for Corrosion Science and Engineering (CCSE) .

The NRL anticipates awarding a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract, with Cost Plus Fixed Fee (CPFF) and/or Firm Fixed Priced (FFP) type task order(s).

NRL requests that potential sources with the capability to fulfill the SOW requirements to submit a response containing the information listed.

Background
The Naval Research Laboratory (NRL) is seeking potential sources capable of fulfilling the requirements outlined in the draft Statement of Work (SOW) for Research, Development, Test & Evaluation (RDT&E) Support for the Center for Corrosion Science and Engineering (CCSE). The CCSE is responsible for a broad range of RDT&E programs focusing on marine corrosion, engineering, materials, electrochemistry, coatings, biofouling remediation, and environmental effects related to Navy operations.

The goal of this contract is to enhance technology for both legacy and next-generation Naval platforms while addressing life-cycle extension and improved service life.

Work Details
The contractor will conduct scientific, engineering, technical, and analytical R&D in several key areas: Corrosion Science and Engineering; Material Science and Environmental Compatibility; Marine Coatings Science and Technology; Technology Transfer; Field Demonstrations; and Engineering Support. Specific tasks include:

1) Scientific discovery: Develop test plans, perform analyses, conduct studies to support CCSE objectives.
2) Applied Engineering: Design, fabricate, install, and evaluate equipment for developmental programs.
3) Logistical Support: Provide logistics coordination and assist in developing standards for Navy or DoD authorities.
4) Fleet activities support: Assist fleet program offices with program management and systems engineering.
5) Field demonstrations: Support technology programs related to corrosion control or coatings projects.

Place of Performance
Work will be conducted at the NRL site in Washington, DC and the NRL Corrosion facility in Key West, FL. Additional support may occur at various Navy sites including San Diego, CA; Norfolk, VA; Puget Sound, WA; and Pearl Harbor, HI.
