The Naval Research Lab (NRL) is posting a Request for Information (RFI) and seeking potential sources for planning purposes only. This notice is not a formal Request for Proposal (RFP). No awards will be made from the responses to this announcement. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. There is no solicitation available at this time. However, should a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this notice or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Inquiries for additional information other than that provided herein will receive no response.

Objective:

The Naval Research Laboratory's (NRL) Remote Sensing Division has an active program of research in the remote sensing, modeling, and scientific analysis of the Earth's atmosphere, oceans, land surfaces, and of space (astronomy and space domain awareness). Specifically, NRL designs, tests, and operates ground-based, space-based, air-based, and surface and subsurface sensors, and develops new remote sensing capabilities and methods of analyzing data.

The purpose of this Statement of Work (SoW) is to acquire scientific and engineering research and development (R&D) expertise to support the Remote Sensing Division's (RSD) development and application of new and existing techniques for remote sensing (including astronomy and space domain awareness). Tasks under this SoW may include:

  • Concept design and feasibility studies
  • Design
  • Assembly and testing of components, equipment and instrumentation
  • Laboratory, in-field or in-flight (in-air or in-space) maintenance
  • Calibration, validation and operation of ground-based and deployed systems facilities
  • Analysis of engineering and scientific data
  • Development and use of algorithms for analyzing the data.

The Contractor shall provide on and off-site multi-disciplinary scientific, technical, operational, engineering expertise and procurement efforts in support to these activities where the results of such efforts will ultimately support the Navy's mission. NRL's specific requirements are outlined in the attached Statement of Work (SOW) and separate personnel qualifications.

Contractor Response:

This is an initial posting related to this potential requirement. The intent of this Source Sought is to gauge industry interest, small business interest, capabilities and relevant experience to support NRL personnel in performing the task areas listed above. A small business set-aside decision may be made as a result of the responses to this RFI.

The anticipated Statement of Work, Personnel Qualifications and labor hours/skill mix are immediately shared for potential sources review and consideration when reviewing this posting and completing their Capability Statement.

If your organization has the capability of performing these services NRL asks that interested parties, at a minimum, supply the following information in the form of a Capabilities Statement:

  1. Business name and address;
  2. Name of company representative, business title and email;
  3. Telephone number, address, and e-mail address of POC
  4. Large or Small Business Size and Type of Small Business (if applicable);
  5. Cage Code;
  6. UEID Number;
  7. Interested businesses should submit a brief Capabilities Statement package (no more than five pages) demonstrating their ability to perform the research required under this posting and as outlined in the attached SoW and Personnel Qualifications. Demonstrated past performance providing similar services should be detailed, if applicable.
