Amendment 0001: Amendment 0001 is issued to provide response to a question regarding the solicitation. See attached Amendment 0001 document for details.

Solicitation N00173-21-R-ZL05 is for acquisition of support for Chemical/Materials R&D and Sensors/Systems Development. The general scope of this requirement includes performance of basic and applied research and development to characterize materials and biological systems; design, synthesize, process, and test materials; and to design, fabricate, and test sensors and systems in the laboratory and field.

This solicitation is a total small business set-aside. To be eligible for award, prospective Offerors must be registered in the System for Award Management (SAM) per FAR 52.204-7 under the appropriate business category and NAICS Code 541715.

NRL intends to award a single Cost-Plus-Fixed-Fee Term Form contract from this solicitation. The anticipated Period of Performance for the resultant contract will be a base period of 12 months from the date of award, plus four (4) twelve (12) month option periods.

Background
The solicitation N00173-21-R-ZL05 is for the acquisition of support for Chemical/Materials R&D and Sensors/Systems Development. The general scope of this requirement includes performance of basic and applied research and development to characterize materials and biological systems; design, synthesize, process, and test materials; and to design, fabricate, and test sensors and systems in the laboratory and field. The solicitation is a total small business set-aside. The anticipated Period of Performance for the resultant contract will be a base period of 12 months from the date of award, plus four (4) twelve (12) month option periods. The anticipated award of this contract is December 2021.

Work Details
The Contractor shall furnish all labor required to accomplish the requirements contained in the Statement of Work (SOW) at Section C. The Contractor shall furnish all materials, equipment, and supplies required to accomplish the requirements contained in the Statement of Work (SOW) at Section C. Materials are in support of efforts under CLIN 0001.

The Contractor shall furnish all travel support required to accomplish the requirements contained in the Statement of Work (SOW) at Section C. Travel is in support of efforts under CLIN 0001. The Contractor shall prepare and deliver data item(s) set forth in Exhibit A, DD Form 1423, CDRLs, and section C, Statement of Work.

Period of Performance
The anticipated Period of Performance for the resultant contract will be a base period of 12 months from the date of award, plus four (4) twelve (12) month option periods.

Place of Performance
The place of performance of work will be at NRL and at various contractor, subcontractor, and Government facilities (mainly in the continental United States).
