Research and Innovative Technical Analysis (RITA) Professional Services   2

The Regional Contracting Office, National Capital Region, Marine Corps Base Quantico, VA has a requirement for Research and Innovative Technical Analysis (RITA) Professional Services aboard Marine Corps Base, Quantico Virginia. The RITA Professional Services contract shall be solicited using full and open competition procedures. RITA will be a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract consisting of Firm Fixed-Price (FFP) line items for labor and cost reimbursable line items for Travel and Other Direct Costs (ODCs). Awards will be made to at least three and up to five contractors, to include both small and large businesses. At least two awards shall be made to small businesses, provided the small business offerors' proposals are responsive to the solicitation. After award, task orders estimated at $350,000.00 or less will be reserved exclusively for small business awardees. Only if small business awardees are unresponsive will task orders estimated at $350,000.00 or less be opened to all awardees. The projected period of performance will be a one-year base period of performance and two (2) one-year option periods. The NAICS code associated with this requirement is 541330. To qualify as a small business concern under the NAICS code, a company must have average annual receipts of $14.0 million or less.
This action will be solicited utilizing commercial item acquisition procedures (FAR Part 12). All interested parties must be registered in the System Award Management (www.sam.gov). It is the responsibility of the interested parties to independently review the referenced web link (www.fbo.gov) frequently for updates to any and all documents. Potential offerors will be responsible for downloading their copy of the RFP, attachments, and amendments, if any.
Instructions for submitting questions are contained in Section L of the solicitation. The deadline for submission of questions is 13 January 2014 at 11:00am eastern time. The preferred method for submission of questions is via e-mail.
The deadline for submission of proposals and past performance questionnaires is 12 February 2014 at 11:00am eastern time. E-mailed/faxed proposals will not be accepted. Proposals must be delivered or hand-carried. E-mailed past performance questionnaires are acceptable. Offerors must strictly adhere to all proposal submission requirements stated in the solicitation.
