The Air Force Research Laboratory (AFRL), Space Vehicles Directorate, Integrated Experiments and Evaluation Division (RVE), thanks industry for its review, comments, and questions related to the Research and Development Integrated Space Experiments (RISE) Draft Request for Proposal (RFP) posted to FBO on 20 October 2017.

Please find the Government's response and/or resolution to industry comments and questions in the attached MS Excel spreadsheet. Please note that further document revisions are expected for the final RFP. Therefore, some of the attached responses and/or resolutions may be altered in the final document.

INDUSTRY DAY

18 August 2017

The Air Force Research Laboratory (AFRL), Space Vehicles Directorate, Integrated Experiments and Evaluation Division (RVE), will host an Industry Day at Kirtland AFB, NM on 18 August 2017 at the AFRL Collaboration Center, for the Research and Development Integrated Space Experiments (RISE) acquisition. The purpose of Industry Day is to provide interested parties and potential offerors an opportunity to receive information on the RISE acquisition, to ask questions and provide feedback on the draft requirements documents (Attachments 1 - 4, 21 CDRL attachments, 6 SOW attachments), and to tour the facility that is an integral part of RISE. In addition, the Industry Day will offer opportunities for potential offerors to communicate directly with the presenters during the tour. All approved visitors MUST arrive at the AFRL Collaboration Center, Cochiti Room, Maxwell, on 18 August 2017 no later than 8:00a.m. Industry Day is scheduled from 8:00a.m. - 5:00p.m. Mountain Daylight Time (MDT) (Attachment 3, Map to Truman Gate). Attendees must be U.S. citizens. Industry day is limited to no more than 2 personnel per company. Approved visitors will be transported on a Government bus to the facility included on the tour. This is an excellent opportunity for the Government and industry partners to meet, to enhance awareness, to stimulate competition, and to facilitate collaboration and teaming arrangements for RISE. The classification for the briefing and tour is unclassified. Attendees must complete a Visit Request and a Kirtland AFB Visitor Pass Request in accordance with Attachments 2 and 3. Electronic devices are prohibited on the tour. Electronic devices include but are not limited to: portable computers, cameras, two-way pagers, cell phones, thumb drives, blackberries, smartwatches, etc. This announcement is for information and planning purposes only for the upcoming RISE acquisition. It does not constitute a Request for Proposal (RFP) and is not to be construed as a commitment by the Government. Attendance is not required for proposal submittal should an RFP be released.

All parties interested in attending Industry Day MUST complete a Visit Request (Attachment 1) and an Kirtland AFB Visitor Request Form (Attachment 2) and return both to Mr. Larry Parten via email at larry.parten.5@us.af.mil not later than 3:00p.m. (MDT) on 04 August 2017.

Draft RISE requirements documents are attached and provided for industry review. Questions about the requirements documents may be asked during the presentation portion of Industry Day or may be submitted in advance via email. Questions submitted by email shall be directed to Mr. John Griego at John.Griego@us.af.mil and David Roux at david.roux.1@us.af.mil and shall be received not later than 3:00p.m. Mountain Daylight Time on 23 August 2017.

Background
The Air Force Research Laboratory (AFRL), Space Vehicles Directorate, Integrated Experiments and Evaluation Division (RVE), is seeking support for the Research and Development Integrated Space Experiments (RISE) contract. The contract aims to provide concept design, development, integration, test and evaluation of new space technologies, innovative engineering prototypes, and new employment concepts to support the Air Force’s Space Superiority Service Core mission requirements and Space Enterprise Vision growth areas.

Work Details
The RISE contract requires research, engineering, and technical management for performing space technology analysis, development, integration, experimentation, demonstration, and evaluation. It includes activities such as engineering (systems, software, and test engineering), integrated ground experiment design and fabrication, flight hardware design and assembly, flight software/firmware development and test, flight payload and experiment platform integration and test, ground system hardware/software development, assembly integration and test (AI&T) laboratory research, analytical modeling and analyses for all phases of experiment development.
