OBJECTIVE

The Naval Research Laboratory (NRL) is searching for potential sources that are capable of meeting the following requirement:

Provide specialized support for a comprehensive, integrated program of systems engineering, technical engineering, engineering analysis, independent assessments, and research activities pertaining to the development, measurement, improvement, and evaluation of new and existing systems and electronic for the Optical Sciences Division.
Additional details for this requirement are attached in the draft statement of work (SOW) and Additional Requirement Details below.

CONTRACTOR RESPONSE FORMAT

The NRL asks that interested parties, at a minimum, supply the following information via email:

a) Description of capabilities/resources relevant to the attached draft SOW

Anticipated Place of Performance

The place of performance will primarily be onsite at the Naval Research Lab, Washington, DC 20375. Travel (CONUS and OCONUS) may be required.

Background
The Naval Research Laboratory (NRL) is seeking potential sources capable of providing specialized support for a comprehensive, integrated program of systems engineering, technical engineering, engineering analysis, independent assessments, and research activities.

This initiative pertains to the development, measurement, improvement, and evaluation of new and existing systems and electronics for the Optical Sciences Division.

Work Details
The contractor will be responsible for a variety of tasks including:
1. Conducting experimental research and attending government reviews, scientific meetings, and seminars at various government sites.
2. Testing components and prototypes at government bases and test ranges such as White Sands Missile Range, NM; Aberdeen Proving Grounds, MD; Marine Corps Air Station Yuma, AZ; and NSWC Crane, IN.
3. Arranging travel for contractor personnel to CONUS/OCONUS locations on short notice.
4. Preparing for and conducting Technical Interchange Meetings (TIMs) in accordance with specified guidelines.
5. Evaluating alternative existing and developmental systems including analyzing system alternatives to improve performance and reduce costs.
6. Assessing risks associated with alternative system hardware and software.
7. Supporting laboratory and field testing of prototypes including executing test programs according to plans, documenting procedures, providing quick look reports, and preparing comprehensive test reports with analyses of results.

Place of Performance
The primary place of performance will be onsite at the Naval Research Laboratory located at 4555 Overlook Ave SW, Washington, DC 20375. Travel may also be required to various domestic and foreign sites.
