This is the Request for Solutions (RFS) for the Brand New Air Traffic Control System.

Background
The Federal Aviation Administration (FAA) is undertaking a transformative initiative to create a Brand-New Air Traffic Control System (BNATCS) while modernizing the National Airspace System (NAS).

The FAA's mission is to enhance air travel safety and efficiency through advanced technologies and infrastructure. This initiative aims to replace outdated equipment and facilities, ensuring that the NAS can meet future demands and integrate emerging technologies.

The project is structured in two phases: Phase 1 focuses on addressing critical vulnerabilities by updating existing systems, while Phase 2 will evolve NAS capabilities with new facilities and automation platforms.

Work Details
The Integrator will be responsible for a comprehensive set of tasks including:
1. **Stakeholder Management** - Engage with various stakeholders to ensure alignment and communication throughout the project.
2. **System Integration** - Implement new systems into existing infrastructure while ensuring interoperability.
3. **Training and Implementation** - Provide training for FAA personnel on new systems and oversee their implementation.
4. **System Production and Procurement** - Manage the procurement of necessary technologies and equipment.
5. **Facility Engineering** - Oversee engineering aspects related to facility upgrades and construction.
6. **System Engineering** - Conduct design reviews, manage requirements, ensure system safety, efficiency, and security.
7. **Test and Evaluation Support** - Develop test procedures, manage anomaly reports, and support system deployment activities.
8. **Program Management** - Maintain schedules, manage risks, oversee data management, quality assurance, configuration management, and reporting support.
9. **Financial and Contract Management** - Develop acquisition strategies, manage subcontractors effectively, ensuring alignment with project goals.
10. **Lifecycle Management** - Provide ongoing maintenance support and performance monitoring of systems post-deployment.

Period of Performance
The contract will be executed over a period of three and a half years (3.5 years), focusing on rapid deployment without compromising safety or operational reliability.

Place of Performance
Work will be performed at FAA facilities across the National Airspace System (NAS), including remote equipment sites as required.
