Background
The Inter-American Foundation (IAF) is an independent agency of the United States Government that channels development assistance directly to the organized poor development in Latin America and the Caribbean. Since its inception in 1972, the IAF has awarded nearly 5,000 grants, valued at more than $700 million, to fund projects in various sectors such as agriculture, enterprise development, education and training, environmental conservation, culture, housing, and health care and other services.

Work Details
The position will be a private consultant with relevant technical and management experience to provide Local Liaison and Advisory Services (LLAS) and work with an IAF Foundation Representative (FR) to inform the grantees about IAF procedures related to disbursements, and reporting requirements; provide the grantees with appropriate monitoring on an as-needed basis to enable them to effectively carry out their grassroots development programs; ensure that the FR is informed and engaged regarding current development issues and strategies within Bolivia, and as appropriate, within the region; ensure that communities and community-based organizations have access to information about the IAF, its funding priorities, guidelines for proposal preparation, and process for grant approval; maintain adequate records and appropriate office space and infrastructure; and other related duties in support of the IAF mission.
The contract will be awarded for a twelve-month Base Period and up to four (4), twelve-month Option Periods.

Period of Performance
The contract will be performed over a period of twelve months for the Base Period with potential for up to four additional twelve-month Option Periods.

Place of Performance
The contract will be performed in Bolivia.

The Bureau of the Fiscal Service on behalf of the Inter-American Foundation (IAF) is soliciting for Local Liaison Advisory Service (LLAS) in Bolivia as described in the Performance Work Statement.

The Government anticipates awarding an IDIQ with Firm Fixed Price Task Orders for LLAS services resulting from this solicitation and based on the evaluation criteria established in the attached Cover Letter and PWS.

In addition to the proposal for all requirements, all information required on the clause package, including any instructions to vendors, must be completed and included with your quote.

The Government intends to select one contractor for award. The Government anticipates making award without further exchanges;
therefore, it is the responsibility of each offeror to submit a package that complies with all aspects of this solicitation.

Interested offerors shall e-mail questions no later than 2:00 PM ET on Wednesday, November 08, 2023, to purchasing@fiscal.treasury.gov with the subject line RFQ-IAF-15000-23-0018 LLAS Support Services Bolivia, Attn:
CE/BG . We cannot assure an answer to questions submitted after this deadline.
