Description

The U.S. Consulate General in Cape Town seeks qualified Architect/Engineer (A/E) firms to provide third-party construction oversight and quality assurance services for a residential housing development located in the southern suburbs of Cape Town. Services include plan review, on-site inspections, construction monitoring, code compliance verification, and reporting throughout an estimated 24-month construction period.

This solicitation is issued under the Short Selection Process as outlined in FAR 36.602-5. Selection will be based on qualifications only, and cost proposals will be requested from the most highly qualified firm in accordance with the Brooks Act and FAR Subpart 36.6.

Interested firms must refer to the attached Request for Qualifications (RFQ) and Statement of Work (SOW) for detailed submission requirements, evaluation criteria, and scope of services.

Responses are due no later than May 28, 2025, at 10:00 local time (Cape Town).

Background
The U.S. Consulate General in Cape Town, part of the Department of State's Bureau of Overseas Buildings Operations (OBO), is seeking qualified Architect/Engineer (A/E) firms to provide third-party construction oversight and quality assurance services for a residential housing development in the southern suburbs of Cape Town.

The goal of this contract is to ensure that the construction adheres to high-quality standards and complies with relevant building codes throughout the estimated 24-month construction period.

Work Details
The Contractor will perform various tasks including: reviewing developer design plans, conducting on-site inspections, verifying compliance with International Building Code (IBC) and local building regulations, monitoring construction progress and quality, reviewing submittals, and providing periodic reporting.

Specific tasks include:
1. Review of Background Documents: Verify compliance with local building codes, development permits, site design relative to boundaries, flood plain verification, and building permits.
2. Meetings: Document meetings and conference calls related to project decisions.
3. Code Compliance Assessment: Assess existing documents for compliance with applicable codes and standards.
4. Construction Inspections: Conduct up to 50 site visits over the construction period to monitor progress and quality control measures.
5. Construction Submittal Review: Review major elements of construction as directed by the U.S. Government.
6. Cost Estimating: Prepare cost estimates for negotiations during construction.

Deliverables include a preliminary inspection report within 21 days of engagement, bi-weekly construction monitoring reports, and a final comprehensive report upon substantial completion.

Period of Performance
The contract will be performed over an estimated 24-month period starting from February 2025 until Fall 2026.

The contract will be performed in Cape Town, South Africa.
