This announcement is the formal RFP for the fifth-generation TRICARE Managed Care Support Contracts (T-5) and to provide updated information for the T-5 Preproposal Conference on May 18, 2021.
A Preproposal Conference will take place on 18 May 2021 from 0900-1200 EST, and will provide technical clarification and solicit interest and partnering opportunities for this RFP. A link to the T-5 Preproposal Conference announcement is below:

Background
TRICARE is a comprehensive health care program of the Department of Defense (DoD) Military Health System (MHS). The health care services involved in this acquisition represent a continuing, statutorily defined requirement. TRICARE health care programs, including the benefit structure and required administrative functions, are codified at Chapter 55 of Title 10, United States Code (U.S.C.), and Title 32, Code of Federal Regulations (CFR) Part 199.
T-5 is a full and open competitive source selection, using best value trade-off procedures in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) and the DoD Source Selection Procedures (2016). The solicitation will result in award of separate contracts for the East and West regions. In accordance with the evaluation criteria a separate proposal is required for each region. The T-5 contracts awarded will be a hybrid consisting of Fixed-Priced, Fixed-Price Incentive, Cost Reimbursement, and Award Fee line items. The T-5 contracts will have a 12-month base period for transition-in, eight 1-year option periods for health care delivery, an 18-month contract period for transition-out activities (6 months concurrent to the last option period of health care delivery), and a potential 6-month extension of services permitted per FAR Clause 52.217-8, Option to Extend Services, for a potential total period of performance of 10 years.
