Request for Proposals to Operate Pinon Flats Campground Store within Great Sand Dunes National Park and Preserve

Background
The National Park Service (NPS) is issuing a Request for Proposals (RFP) to operate the Pinon Flats Campground Store within Great Sand Dunes National Park and Preserve. This initiative is part of the NPS's mission to provide quality visitor services in national parks. The goal of this contract is to enhance visitor experiences by offering retail services at the campground store.

Work Details
The selected operator will be responsible for providing retail services at the Pinon Flats Campground Store. Proposals must include:

1. Corporate information & previous experience in operating park-based visitor services, retail, or vending operations, financial history (proof of ability to deliver without risk of bankruptcy), customer references.

2. Documentation of commercial general liability insurance reflecting a minimum of $500,000 per occurrence or an estimate from a broker statement showing cost of liability insurance for operations.

3. Documentation of commercial auto insurance with the following minimum limits:
- Small fleet vehicles under 10,001 pounds - $300,000;
- Fleet vehicles 10,001 pounds or more - $750,000.

4. A comprehensive business plan including:
a. Number of employees (full time and part time),
b. Operating schedule (hours of operation and season duration),
c. Equipment description,
d. Proposed rate structure for all products,
e. Projected demand by park visitors,
f. Expected revenue,
g. Description of experience in operating similar visitor operations.

Period of Performance
The contract period will commence no earlier than April 1, 2026 and will terminate on December 31, 2027.
