Background
The National Aeronautics and Space Administration (NASA) John F. Kennedy Space Center (KSC) is issuing Request for Proposal (RFP) 80KSC024R0010 for the agency-wide supply of Gaseous and Liquid Helium. This contract aims to ensure a reliable supply of helium, which is essential for various NASA operations and missions. Previous notices regarding this acquisition include Sources Sought Notice NNK24ZOS1L and Draft Request For Proposal (DRFP) 80KSC024R0010.

Work Details
The contract encompasses the following key requirements for the supply of Liquid and Gaseous Helium:
- Emergency Delivery: The contractor must provide notice prior to requiring delivery of ordered products, with an emergency delivery charge applicable for accelerated deliveries.

- One Way Mileage: Charges apply when directed to drop off or pick up trailers, tankers, or dewars without being able to haul another load.

- Rental: Charges apply when contractor's equipment is used for transport and retained at the delivery location for a minimum of one day.

- Inability to Accept Delivery: If a delivery cannot be accepted due to issues under the control of the receiving organization, transportation charges will still apply based on round-trip mileage.

- Purging and Cool-down: The contractor must perform purging and cooldown of liquid helium tankers and dewars to meet safety standards.

- Demurrage: Charges will be incurred for delays in unloading propellant delivery tankers beyond four hours after arrival.

- Tube Removal/Replace: Pricing includes all costs associated with tube removal/replacement as per DOT requirements.

- ISO Module Mobilization: Pricing includes all costs associated with ISO Module mobilization.

The geographic locations for delivery will be specified in subCLINs identified in the RFP.
