Background
This IDIQ establishes the terms and conditions applicable to orders awarded against it. The Small Business Administration (SBA) is issuing this Request for Proposal (RFP) under NAICS 541611 “Administrative Management and General Management Consulting Services”. The SBA is located in Washington, DC, and has a requirement for consulting services to support the SBA in its response to and role in disaster recovery.

Work Details
The contract will involve providing management and financial consulting, acquisition and grants management support, and business program and project management services. The contractor will be responsible for tasks such as strategic and organizational planning, business process improvement, financial reporting and analysis, due diligence in validating an agency’s portfolio of assets, strategic financial planning, actuarial services, economic and regulatory analysis, benchmarking, program metrics, and business program and project management. The contract may also involve outreach and engagement strategy, standardization of field operations center policy and procedures, partnership planning and tools, management consulting services, producing written products on diversity and equity initiatives, underserved communities support, labor categories with specific qualifications, wage determination adherence, travel requirements.

Period of Performance
The IDIQ will be effective from the date of award for one base year with four one-year option periods which may be unilaterally exercised as required by the Small Business Administration. Work on issued task orders may extend up to 1 year beyond the effective period of this IDIQ.

Place of Performance
The primary place of performance will be at the contractor’s facility in Washington, DC or field office locations throughout the United States on a TDY basis. Work may also be performed at the Contractor’s facility or remotely as required and approved by the COR.
