Amendment 5: The purpose of this amendment is to post an additional Q&A with the solicitation, "Questions and Answers 2 08162024", a revised PWS, "Attachment 1 - Performance Work Statement 08162024", a revised RFP, "W911S024R0005 Amendment 0005/W911S024R0005 Amendment 0005 CONFORMED", and a revised Pricing Matrix, "Attachment - 3 Pricing Matrix 08162024". All other terms and conditions remain unchanged. *Note: As the deadline for questions has passed on 17 July 2024, this will be the final set of Questions and Answers posted by the Government. Mission and Installation Contracting Command (MICC) Fort Eustis, Virginia, anticipates awarding one (1) Single Award Indefinite Delivery/Indefinite Quantity (SAIDIQ) contract with Firm-Fixed Priced (FFP) Contract Line Item Numbers (CLINs) as a competitive 8(a) set-aside. This is a recurring requirement for Enterprise Classroom Program (ECP). This is a non-personal services contract to provide turnkey classroom Sustainment and Technology services as specified in each task order (TO) issued against this master IDIQ contract vehicle.

The coverage for this requirement will be a 12-month Base Year and two (2) Option Years (OYs).

Background
The Mission and Installation Contracting Command (MICC) at Fort Eustis, Virginia, plans to award a Single Award Indefinite Delivery/Indefinite Quantity (SAIDIQ) contract with Firm-Fixed Priced (FFP) Contract Line Item Numbers (CLINs) as a competitive 8(a) set-aside. The contract is for the Enterprise Classroom Program (ECP), a recurring requirement for turnkey classroom Sustainment and Technology services specified in each task order issued against this master IDIQ contract vehicle.

Work Details
The contractor is required to provide classroom technology refresh/upgrade sustainment and rehabilitation services for ECP classrooms at TRADOC and non-TRADOC CoEs/Schools as outlined in individual task orders. The work includes developing, maintaining, and coordinating classroom modernization new/upgrade/technology refresh implementation/synchronization schedules, supporting the development of the annual classroom modernization assessment, providing enterprise-level audiovisual expertise for TRADOC ECP Classrooms, uploading all new digital classroom modernization project documentation to the classroom repository, preparing presentations, papers, and other program management documents, analyzing and interpreting engineering proposals, shop drawings, and designs for industry accepted electrical engineering practices and conformance with established safety and design criteria.

Period of Performance
The contract will have a 12-month Base Year and two Option Years (OYs). Work shall be performed within the Continental United States of America (CONUS), including specific locations such as Charlottesville, VA; Fort Cavazos (vice Hood), TX; Fort Moore (vice Benning), GA; Fort Knox, KY; Fort Bliss, TX; Fort Leavenworth, KS; Fort Campbell, KY; Fort Gregg-Adams (vice Lee), VA; Fort Drum, NY; Fort Eustis, VA; Fort Lewis, WA; Fort Eisenhower (vice Gordon), GA; Fort Novosel (vice Rucker), AL; Fort Huachuca, AZ; Fort Sill, OK; Fort Jackson, SC; Fort Stewart, GA; Joint Base Little Creek Fort Story, VA; Redstone Arsenal, AL; Defense Language Institute, CA; and others as approved by the Contracting Officer's Representative.

Place of Performance
The places of performance include various locations within the Continental United States of America (CONUS), specifically at TRADOC and non-TRADOC CoEs/Schools.
