Request for Proposal (RFP) Bismuth Metal

Background
The Defense Logistics Agency (DLA), through the DCSO-C3, intends to award a contract for the procurement of Bismuth Metal. This initiative is part of the Department of Defense's ongoing efforts to secure materials critical for defense applications, particularly in metallurgy and ammunition. The DLA has received Congressional authority to procure bismuth for the National Defense Stockpile (NDS) as authorized in the FY2025 National Defense Authorization Act (NDAA).

Work Details
The contract will involve the delivery of up to 79,380 pounds (lbs) of Bismuth Metal ingots or slabs with a purity of 99.99% (4N). The material must be packaged and delivered in slab or ingot form, with each slab weighing between 32 lbs and 40 lbs.

The specifications include:
- Elemental composition: Bi 99.99% min, Pb 0.0010% max, Cu 0.0010% max, As 0.0003% max, Sb 0.0005% max, Fe 0.0010% max, Zn 0.0005% max, Cl 0.0015% max, Cd 0.0010% max, Ag 0.0040% max, Th + U 0.05% max.
- Each lot must weigh approximately 2,204 lbs and be contained in wooden crates that meet specific requirements outlined in the SOW.
- The contractor is also required to conduct independent sampling and testing of the Bismuth metal through subcontractors.

Period of Performance
The period of performance for this contract is set at 24 months from the date of award.

Place of Performance
All deliveries under this contract will be made to Hawthorne Army Depot located in Hawthorne, Nevada.
