Background
The Defense Logistics Agency (DLA) Strategic Materials is acquiring bismuth in slab or ingot form for the National Defense Stockpile (NDS). This acquisition is part of the Department of Defense's (DoD) ongoing efforts to maintain critical materials for defense applications. Bismuth metal, which has a purity of 99.99% (4N purity), is essential for various metallurgical and defense applications, including its use in certain ammunitions that mimic lead. The DLA received authority to procure bismuth metal through the FY2025 National Defense Authorization Act (NDAA). This will be the first acquisition of commercial grade bismuth metal into the NDS since the last reserves were sold in 1997.

Work Details
DLA Strategic Materials intends to purchase a maximum of 5,167,272 pounds of commercial bismuth metal over a five-year ordering period. The procurement quantities are estimated as follows:
- Year 1: 1,230,012 lbs
- Year 2: 1,122,786 lbs
- Year 3: 1,024,908 lbs
- Year 4: 935,561 lbs
- Year 5: 854,004 lbs
All bismuth metal delivered under this contract must be packaged for long-term storage as specified in the Statement of Work (SOW). The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) with a minimum value of $3,000,000 and a maximum value of $65,000,000.

Period of Performance
The contract will have a five-year period of performance with delivery orders issued against it having a delivery period not to exceed twenty-four (24) months.
