Request for Proposal_NOAA C-130J Aircraft Production   4

Background
The Eastern Acquisition Division (EAD) of NOAA’s Acquisition and Grants Office (AGO), on behalf of the Aircraft Operations Center (AOC) of NOAA’s Office of Marine and Aviation Operations (OMAO), is issuing this Request for Proposal (RFP) for the procurement of up to four (4) fully modified C-130J aircraft in supporting NOAA’s research and scientific programs. The AOC provides capable, mission-ready aircraft and professional crews to the scientific community wherever and whenever they are required. Whether studying global climate change or acid rain, assessing marine mammal populations, surveying coastal erosion, investigating oil spills, or improving hurricane prediction models, the AOC flight crews continue to operate in some of the world's most demanding flight regimes.

Work Details
The contractor shall perform all work the Statement of Work titled “C-130J AIRCRAFT PRODUCTION” including the production of two 'green' C-130J aircraft, an analysis of alternatives for a vertically scanning doppler radar, design of aircraft modifications, and several optional Contract Line Item Numbers (CLINs) for additional 'green' C-130J aircraft; modifications for each of the four aircraft; additional design of provisions for a vertically scanning doppler radar; spare parts, supplies, additional infrastructure services; and training and engineering support services.
The requirement will include a five-year ordering period from approximately May 1, 2024 through April 30, 2029.

Place of Performance
The place of acceptance for the fully modified Aircraft will occur at the Contractor’s facility and shall be evidenced by the aircraft Airworthiness Report approved by NOAA. The place of acceptance of the spare parts will be the NOAA Aircraft Operations Center (AOC) in Lakeland, FL 33811.
