Background
The solicitation is for a Mixed Waste Disposal IDIQ contract, consisting of one base year and four one-year options. The contract will be awarded to the responsible offeror whose proposal represents the best value to the government, considering technical capability, past performance, small business participation plan, and price.

Work Details
The technical capability information, past performance information, small business participation plan, subcontracting plan (if offeror is not a small business concern), and price shall be submitted in separate volumes. The technical capability information should include a detailed description of the waste control and accountability system used at the processing/disposal facility, applicable EPA/State permit numbers, NRC License, and Quality Assurance Program.
The past performance information should include details of three previous contracts relevant to the effort required by this solicitation. The small business participation plan should demonstrate how at least 5% of the proposed total estimated amount of the contract will be provided to small business concerns. Additionally, a Small Business Subcontracting Plan is required from large business offerors.
