Request for Interest (RFI) Naval Air Station Lemoore Energy Enhanced Use Lease, Lemoore, California

Background
The Department of the Navy is seeking information from interested entities on a potential long-term lease under Title 10, United States Code for commercial development and operation of critical energy resiliency infrastructure and/or water utility options on 11,000 +/- acres of underutilized, non-excess agriculture land aboard Naval Air Station Lemoore. The RFI is a market research tool issued to determine the availability and adequacy of potential business sources for the Government’s information and planning purposes.

Work Details
The Naval Facilities Engineering Systems Command Southwest is seeking RFI responses from interested entities that could develop/utilize up to 11,000 acres of unimproved agriculture land outside the security perimeter, to construct and operate critical energy resiliency infrastructure and/or water utilities aboard NAS Lemoore. The RFI seeks to identify industry interest and feedback in a potential long-term lease to allow for development of underutilized, non-excess land, consistent with priorities for National Defense. The RFI also outlines specific project objectives such as leveraging the ability to lease underutilized land for energy and/or water development opportunities that will help mitigate threats posed by wildfires, natural disasters, climate change, water supply shortages, bird air strikes, an unreliable electric grid, as well as cyber and kinetic attacks.

The contract will be performed at Naval Air Station Lemoore in Lemoore, California.
