Background
The Naval Facilities Engineering Systems Command Southeast, in support of the Department of the Navy (DON), is seeking input from the general public to maximize the potential use of underutilized space on the Outer Mole Pier at Truman Annex, Naval Air Station Key West, Florida.

The DON aims to gather information regarding possible uses for the pier, which has one berth approximately 800 feet long with a minimum water depth of 36 feet. The DON currently holds a non-exclusive lease with the City of Key West that can be terminated with a 90-day notice. The objective is to establish a new long-term lease agreement that receives payment in the form of in-kind consideration (IKC) rather than cash.

Respondents are requested to prepare an RFI response addressing potential utilization ideas for the Outer Mole Pier. Key considerations include:

- No fee transfer of property;
- Limited access and availability of utilities on the pier;
- Metering and reimbursement for available utilities;
- Restricted use of Truman Harbor;
- Priority use retained by the Navy for mission needs;
