Request for Interest NSA Hampton Roads –Lafayette River Annex Redevelopment

Background
Naval Facilities Engineering Systems Command Mid-Atlantic, in support of the Department of the Navy (“DON” or “Government”), is seeking information on how an interested entity could renovate, redevelop, and/or otherwise utilize up to 20 acres of the Lafayette River Annex (LRA) in Norfolk, Virginia. The DON is seeking a long-term ground lease agreement with in-kind consideration (IKC) under 10 U.S.C. 2667 or through an exchange of title, in Fee Simple, to the property with receipt of IKC in the form of land or services under 10 U.S.C. 2869 as consideration. Industry responders are encouraged to complete and submit a response to this RFI in support of their proposed project renovation, redevelopment, and/or other ideas/concepts for the subject property no later than December 14, 2023.

Work Details
The Lafayette River Annex is located at 6506 Hampton Boulevard, within the City of Norfolk, Virginia totaling approximately 20 acres. The property is currently the site of Naval Facilities Engineering Systems Command (NAVFAC) Atlantic (LANT), as well as three flag officers housing units (in two buildings) under lease agreement with a Public/Private Venture (PPV) entity. The DON vision for the property is to enter into a mutually beneficial real estate agreement whereby an interested party develops LRA into a financially viable venture compatible with the operational requirements of nearby DON property in exchange for IKC. The complex is currently zoned “MI” (Military Installation), with surrounding parcels zoned SF-6, SF-10, C-C and IN. The entire complex is within the City of Norfolk “Coastal Resilience Overlay” District.

The responses must be submitted by Thursday, December 14, 2023 at 2:00 PM Eastern Standard Time (EST).
