Description

The United States Air Force (USAF) is issuing this Request for Information (RFI) to improve USAF understanding of market capabilities and identify qualified vendors capable of providing Counter Small Unmanned Aircraft Systems (C-sUAS) integration, development, purchasing, fielding, training, and sustainment services. These activities will support C-sUAS systems that are capable of Detecting, Tracking, Identifying, and Defeating sUAS located globally. Responses to this RFI will help support the USAF strategy for this acquisition and identify businesses that are capable of successfully providing C-sUAS support to the USAF.

All interested and qualified businesses (i.e., Small Business, Other than Small) are encouraged to respond to this notice in accordance with the instructions addressed herein.

THIS IS NOT A NOTICE OF REQUEST FOR PROPOSAL (RFP) ISSUANCE. This request is issued for the purpose of exchanging information and market research that will allow industry to best communicate to the Government their capabilities through this exchange of information. Responses to this request are voluntary and will not affect any contractor's ability to submit a proposal if, or when, an RFP is released. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued.

No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this request.

The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information.

No award will be made as a result of this request. This request is for informational purposes only to promote exchanges of information with industry. The Government will not pay for any information and/or materials received in response to this request for information and is in no way obligated by the information received.

Background
The United States Air Force (USAF) is issuing this Request for Information (RFI) to enhance its understanding of market capabilities and identify qualified vendors for providing Counter Small Unmanned Aircraft Systems (C-sUAS) integration, development, purchasing, fielding, training, and sustainment services.

These services will support C-sUAS systems capable of detecting, tracking, identifying, and defeating small unmanned aircraft systems (sUAS) globally. The RFI aims to gather information that will inform the USAF's acquisition strategy and identify businesses capable of supporting C-sUAS operations.

Work Details
The work involves several key tasks:

1. Software Related Work: Development of software including correlation and fusion algorithms, machine learning algorithms, threat prioritization modules, user interface design, and camera tracking functionalities. Integration of commercial off-the-shelf (COTS) and government off-the-shelf (GOTS) products is also required.

2. Procurement, Integration & Fielding: Efficient execution of system procurement and fielding at both CONUS and OCONUS locations. This includes warehousing, shipping, program management (risk management, financial management), system checkout testing, installation at sites, site surveys, and documentation support for training materials.

3. Test and Evaluation: Writing test plans and procedures; tracking deficiencies; collaborating with independent test organizations; planning live UAS flight test events.

4. Sustainment: Ongoing support for various systems including electronic warfare systems, radar systems (active and passive), EO/IR systems, acoustic sensors, kinetic defeat systems, directed energy weapons, low collateral effects interceptors, and command-and-control systems. This includes installation maintenance, repairs, a 24/7 help desk service, on-site field service engineers (FSEs), access to OEM vendors for repairs and support.

Place of Performance
The contract work will be performed at various locations both within the continental United States (CONUS) and outside the continental United States (OCONUS).
