Description

This Request for Information (RFI) is being used as a market research tool to identify companies interested in being considered to fulfill future anticipated needs, with the capabilities appropriate to meet the specified need. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Quote/Proposal (RFQ/RFP) or a promise to issue one in the future. This RFI does not commit the Government to contract for any supply/service. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred for responses to this RFI. The information provided may be used by the U.S. Department of Labor (DOL) in developing its procurement strategy and establishing and/or further defining a Performance Work Statement (PWS). Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. Failure to respond to this RFI does not preclude participants in any future RFQ/RFP, if any is issued. The information provided in this RFI is subject to change and is not binding on the Government.

The purpose of this RFI is to gather information about potential services to obtain non-response follow-up and respondent customer service for the Bureau of Labor Statistics (BLS) - Producer Price Index (PPI) Program survey respondents.

Responses to this RFI will be reviewed by DOL for their applicability to the Government's need and determined to be Relevant or Irrelevant to the above request. Offerors of Relevant responses may be requested to demonstrate their approach and/or product to a Government panel of Subject Matter Experts to help DOL determine the best approach.

The PPI requires contract work to assist with survey non-response follow-up and customer service activities with survey respondents.

The contractor firm must have more than two years of experience managing similar contracts in the past.

The contractor personnel will perform the following activities:

  • Contacting survey respondents who have not responded to monthly/quarterly survey requests
  • Assisting survey respondents with setting up Internet Data Collection Facility (IDCF) web accounts to allow them to transmit survey data
  • Contacting survey respondents to correct email bounce back problems
  • Data entry to support the above activities
  • Other data entry activities to support the PPI Program

Work Details
The PPI requires contract work to assist with survey non-response follow-up and customer service activities with survey respondents. The contractor firm must have more than two years of experience managing similar contracts in the past. The contractor personnel will perform activities such as contacting survey respondents who have not responded to monthly/quarterly survey requests, assisting survey respondents with setting up Internet Data Collection Facility (IDCF) web accounts, correcting email bounce back problems, data entry, and other data entry activities to support the PPI Program. The contractor personnel will be responsible for various tasks including attempting contact with all assigned survey respondents each month, leaving voicemails/messages for unavailable survey respondents, accepting/responding to return calls from survey respondents within one business day, contacting appropriate PPI Program office staff to resolve any survey respondent issues or concerns, re-contacting as many of the survey respondents that did not return initial call as time allows each month, ensuring data entry is completed within one business day, and achieving specific quality measures related to respondent responses and data entry accuracy.

Place of Performance
The work under this contract will be performed on site in the PPI Program office at the BLS Postal Square Building in Washington DC or remotely contingent upon advance approval by the government's Representative.
