Description

The following information is provided in accordance with FAR 15.2, Exchanges with Industry Before Receipt of Proposals. The Government presents this Request for Information (RFI) to seek input from industry on the stated requirements. This is not a Request for Proposal (RFP) and offers will not be accepted. The Government will not make an award resulting from this RFI. Any information received in response to the RFI will be used to inform a potential solicitation with the intent to make a Government contract award. This RFI does not guarantee the release of a solicitation. Responses to the RFI will not be disclosed outside the Government; however, Respondents shall consider information received may be used to shape a future public solicitation and therefore avoid providing proprietary information that could otherwise be disclosed through the solicitation process. Purpose

The purpose of this effort is to conduct workforce staffing and technology assessment to evaluate the current staffing needs, capabilities, and resources within each HHS acquisition organization. The assessment informs decisions regarding if the procurement workforce is adequately staffed, skilled, and equipped to meet the organization's procurement goals and objectives. The assessment will include a recommended HHS Contracting Series Human Capital Strategy and Technology Roadmap.

Background
The purpose of this effort is to conduct workforce staffing and technology assessment to evaluate the current staffing needs, capabilities, and resources within each HHS acquisition organization. The assessment informs decisions regarding if the procurement workforce is adequately staffed, skilled, and equipped to meet the organization's procurement goals and objectives. It is widely recognized that the federal contracting workforce is not keeping pace with the growing demands of agency missions. This problem has been exacerbated by the increase in acquisition policies, statutes and legislation that direct new programs or improvement of existing programs. Additionally, during the past five (5) years, government-wide procurement obligations have increased by 60 percent, appropriated budgets have increased over 53% while the 1102 workforce has declined by approximately 5 percent. Staffing shortages are just one element of the problem. Concerns that the skills and capabilities of the 1102 workforce are not maintaining pace is also a significant risk to future federal missions.

Work Details
The contractor shall assess each HHS contracting organization to identify staffing gaps, evaluating skills and competencies, assessing workload capacity, determining future staffing requirements.

The contractor shall evaluate the technology and tools available to the procurement team at each organization including existing technology capabilities, assessment and analysis of technological capabilities, technological gaps, new and emerging technologies, alternative analysis, technological barriers that may hamper efforts to adopt proposed technological solutions.

Based on the findings of the assessment, provide an action plan that outlines the steps needed to address staffing gaps and enhance the procurement workforce.

Provide change management and communication methods that should be applied for communicating changes resulting from the assessment findings and implementing recommended strategies.
