REQUEST FOR INFORMATION (RFI) Multifamily Lease and Repair (MLR)

Background
Multi-Family Lease and Repair (MLR) is a FEMA program established after Hurricane Ian (DR-4673-FL) to repair or improve existing multi-family rental properties and provide temporary housing to eligible disaster applicants.
The program allows FEMA to lease properties and fund repairs in exchange for reduced lease costs, with the goal of making units habitable within four months and accommodating displaced households for up to 18 months.

Work Details
Identify and lease suitable multi-family rental properties of two or more units (three or more in some criteria) in specified areas;
Inspect, assess, and perform repairs or improvements to bring properties into compliance with local, state, and federal codes within a four-month period;
Ensure each unit provides independent living facilities (living, sleeping, cooking, sanitation);
Negotiate lease agreements granting FEMA exclusive use of vacant units for a term of no less than 18 months with extension options;
Incorporate FEMA lease addenda covering eligibility, termination, eviction, and waiver of credit screening;
Allow FEMA to make reasonable accommodation and modification repairs during the lease without removal obligations;
Enable FEMA to reassign vacated units;
Manage ongoing property maintenance;
Fund repair costs through State/FEMA with the value deducted from lease payments.

Period of Performance
18 months following the Presidential disaster declaration of September 23, 2022, with the option for extension by FEMA or Presidential action.

Place of Performance
Multi-family rental properties in the counties of Charlotte, Collier, DeSoto, Flagler, Hardee, Highlands, Hillsborough, Lake, Lee, Manatee, Orange, Osceola, Palm Beach, Pinellas, Polk, Putnam, Sarasota, Seminole, St. Johns, and Volusia in Florida, or within 30 to 60 minutes commuting distance of affected areas in the State of Florida.

Bidder Requirements
Property must have been previously used as multi-family housing and contain two or more rental units (three or more in some criteria);
Located in a declared disaster area or within 30–60 minute commuting distance;
Each unit must include permanent living, sleeping, cooking, and sanitation facilities;
Proximity to community and wrap-around services;
Vacant units available for exclusive FEMA lease for at least 18 months;
Property owner must provide all property management and building maintenance services;
Property owner must be current on mortgage payments and provide mortgage standing verification and proof of ownership.
