The Leadership Development Branch of DCSA is planning a new requirement to develop leadership curriculum. There will be two primary components in this requirement. The first will be an instructional design component that will design and create a catalog of virtual, blended, and in-person courses, and programs. The second component will be a delivery component where experienced instructors will administer and deliver the newly developed curriculum. DCSA is seeking information (to include historical data, current analysis, and estimates) on the length of time required to build curriculum, the number of personnel needed, and the specific labor categories needed to effectively execute a comprehensive and robust internal leadership program at the agency.

Background
The Leadership Development Branch of the Defense Counterintelligence and Security Agency (DCSA) is initiating a requirement to develop a comprehensive leadership curriculum. The agency's mission focuses on enhancing leadership capabilities within its workforce. The goal of this contract is to create a robust internal leadership program that includes both instructional design and delivery components.

Work Details
The contract will encompass two primary components:

1) Instructional Design Component: This involves designing and creating a catalog of virtual, blended, and in-person courses and programs tailored for leadership development.

2) Delivery Component: Experienced instructors will be responsible for administering and delivering the newly developed curriculum. Specific tasks include:
- Immersive Leadership Experiences (all GG levels): in-person, destination learning, 3-5 days
- Executive Continuing Education: blended, 40 hours
- Leadership Seminars (all GG levels): virtual, 1-2 hours, 24 sessions
- Team Engagements (all GG levels): blended, 1-4 hours, 10 sessions
- Fundamental Leadership (GG 12 and above): virtual, 20 hours over 5 days
- Leading Teams/Projects/People (GG 11-13): virtual, 25 hours over 5 days
- Leading People/Programs/Organizations (GG 14-15): virtual, 25 hours over 5 days
- Emerging Leaders Cohort (GG 12-13): in-person, 100 hours over 12 days
- Strategic Leaders Cohort (GG14-15): in-person, 100 hours over 12 days.

Place of Performance
The geographic locations for performance include both virtual environments and in-person settings at designated locations.
