Request for Information (RFI) - Large-Scale Fixed Systems - Multi-Energy Portal and Low-Energy Portal

Background
The U.S. Customs and Border Protection (CBP) is seeking proposals for supplies and services related to Multi Energy Portal (MEP) and Large Energy Portal (LEP) X-Ray systems as part of the Non-Intrusive Inspection (NII) Program.

This Request for Information (RFI) is intended for market research purposes to gather insights from industry stakeholders regarding the requirements outlined in the draft Request for Proposals (RFP). The goal is to enhance CBP's understanding of the commercial landscape and inform future procurement actions.

Work Details
The contract will involve the delivery of Multi Energy/Low Energy Portals under an Indefinite Delivery Indefinite Quantity (IDIQ) framework.

The anticipated minimum buy is one system, with a maximum of 60 systems over a five-year ordering period. Each system will include a twelve-month warranty, and options for maintenance services will be available. Specific products and services include:
- ITEM #10: Multi Energy / Low Energy Portals - IDIQ, Quantity: 1 EA
- Additional services such as Site Preparation, Engineering Services, Training Development, Installation Services, Annual Maintenance Service Fee, and various warranty options ranging from two to five years.
- Corrective Maintenance Options for up to ten years post-installation.

Period of Performance
The ordering period for this contract will span five years from the date of award, with potential performance periods extending up to ten years for individual delivery orders.

Place of Performance
The products will be delivered to various locations specified at the order level within the contiguous United States (CONUS), with additional provisions for overseas locations (OCONUS) as necessary.

This opportunity appears to have a confirmed incumbent and/or closely related prior contract activity for both low-energy and multi-energy portal systems under CBP’s Non-Intrusive Inspection (NII) program. Prior awards include large IDIQ/portal procurements such as Rapiscan Systems’ $119,680,882 low-energy portal work (09/21/21–09/21/26) and Leidos’ $107,833,575 low-energy portal work (09/21/21–09/21/26), along with multiple delivery orders for multi-energy portals (e.g., Smiths Detection and Rapiscan Systems) and site-specific low- and multi-energy portal installations. The described RFI scope for delivering Multi Energy Portal (MEP) and Large Energy Portal (LEP) systems with installation, warranty, and maintenance options aligns with these earlier portal procurements as a continuation of the same NII fixed portal capability.
