Description: The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) is seeking information from Industry regarding capabilities and potential solutions that could potentially satisfy the general objectives of the H2FMS requirement. The vision for H2FMS is to provide a comprehensive and integrated approach to managing Soldier health and well-being, leveraging data and analytics to inform decision-making and drive performance optimization. To meet H2F strategic objectives, the Army requires a single software tool capability that can economically scale human performance teams (HPTs) across the force and manage the application of those HPT experts.

Background
The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), on behalf of Product Manager Holistic Health and Fitness (PdM H2F), is seeking information from industry regarding capabilities to develop, integrate, deploy, and sustain the Holistic Health and Fitness Management System (H2FMS).

The vision for H2FMS is to provide a comprehensive and integrated approach to managing Soldier health and well-being, leveraging data and analytics to inform decision-making and drive performance optimization. The Army requires a single software tool capability that can economically scale human performance teams (HPTs) across the force and manage the application of those experts.

Work Details
The H2FMS will include the following core application features:
1) H2F Readiness Dashboard for tracking individual and collective readiness;
2) Physical Training Program Module for building and monitoring training programs;
3) Nutrition Manager Module for personalized nutrition guidance;
4) Sleep Management Module for optimizing sleep habits;
5) Decision Support Module for actionable insights;
6) Dashboard Management Toolkit;
7) Education Library Management Toolkit;
8) Business Rule Automation Toolkit;
9) Schedule Management Toolkit;
10) Advanced Analytical & Reporting Toolkits;
11) Commercial API Integration;
12) Mental Fitness & Mindfulness Toolkits;
13) Offline Capability; and
14) Communication System Manager.

The system must meet DoD Cybersecurity Requirements, provide role-based user interfaces, enable data sanitization and validation, support API integration with AWS GovCloud, and facilitate software utilization tracking. It should also allow Soldiers to maintain access to their performance data across multiple duty stations.

Period of Performance
The target timeframe for software application delivery is early in the second quarter of fiscal year 2026 (2QFY26).

Place of Performance
The contract will be performed within the United States Army installations where Soldiers are stationed.
