Description

The purpose of this notice is to inform interested parties that the Naval Air Systems Command (NAVAIR), Patuxent River, Maryland intends to issue a sole source Delivery Order under the Basic Ordering Agreement (BOA) N00019-25-G-0009. This Delivery Order will contain Cost-Plus-Fixed-Fee (CPFF) items to Raytheon Company (RAY), P.O. Box 11337, Tucson, AZ 85734-1337, for the Tomahawk Obsolescence Redesign (THOR) Guidance Electronics Unit (GEU-R). The requirement is to deliver a comprehensive and cost-effective redesign of obsolete components in the GEU-R to ensure the continuity of deliveries of the Tomahawk GEU-Ra for production contracts. The GEU developed in this effort will be referred to as GEU-Ra. The Period of Performance (PoP) anticipated for this effort will be FY26-FY27. The Raytheon point of contact for subcontracting opportunities is Jarrod Winters (jarrod.winters@rtx.com). RAY is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs. RMD is the only source that possesses the current technical, configuration, manufacturing data, and unique expertise required to perform the tasks required under this delivery order. The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives. Responsible parties may submit capability statements which shall be considered. This is not a request for proposals.
