Background
The U.S. Coast Guard (USCG) is seeking to identify interested and capable sources for on-site contractor technical and program management support services for the USCG Headquarters Office of Specialized Capabilities (CG-721). This initiative focuses on enhancing the USCG's capabilities in Countering Weapons of Mass Destruction (CWMD) and Chemical, Biological, Radiological, and Nuclear (CBRN) programs. The goal is to sustain national security against CBRN threats and WMD.

Work Details
The contractor will provide comprehensive administrative, analytical, and technical support to advance the USCG’s CWMD program. Key tasks include:
1. Joint Annual Interagency Report: Draft input for the Interagency Working Group on GNDA activities and progress indicators.

2. Research capabilities and doctrine: Analyze existing USCG publications for consistency and recommend topics for future doctrine development.

3. Technical research support: Assist with responses to data requests from senior staff.

4. Maintain SharePoint site: Organize CBRN materials for easy access by Coast Guard personnel.

5. Update Unit Allowance Lists (UALs): Maintain records of CBRN equipment inventory.

6. Annual Joint Assessment: Provide draft inputs on strategic environment, threats, challenges, opportunities, and risks.

7. GNDA Data Congressional Report: Draft sections regarding the status of radiation detection programs.

8. Update Tactics Techniques and Procedures (TTPs): Revise DECON TTPs and Initial Response Operations TTPs based on new equipment or procedures.

The contract will primarily be performed at the USCG Headquarters Office of Specialized Capabilities.
