Description

This Request for Information (RFI) is issued solely for information and planning purposes. In accordance with Part 10 of the Federal Acquisition Regulation, the U.S. Government is conducting market research. The intended purpose is to identify potential sources that may possess the capability to provide for the Air Force's full requirement. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. In accordance with Federal Acquisition Regulation 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.

The Department of the Air Force, Air Force Life Cycle Management Center (AFLCMC), Mobility and Training Aircraft, International Programs Division, Wright Patterson Air Force Base, OH, intends to award a single award, Firm-Fixed Price (FFP) contract. This is a Foreign Military Sales (FMS) program for the country of Ecuador. The potential purchase will consist of the procurement of one (1) Boeing 737 Next Generation (737-500+) commercial aircraft, a two (2) year sustainment package, and Contractor Logistic Support (CLS), and training. This aircraft will be employed in air operations necessary to protect Ecuadorian sovereignty and improve internal security. This aircraft will increase the Ecuadorian military ability to address threats such as illegal trafficking, illegal mining, illegal fishing, while transporting military personnel immediately to different areas considering that Ecuador is a country with many security challenges and vast areas that are not easily reached via ground transportation. Written responses to this RFI shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. The intent of this notice is not a request for competitive proposals. Responses to this RFI are due no later than 5:00 pm, EST. 30 July 2024 and should be sent to clay.wells.1@us.af.mil. Information received as a result of this notice will be considered solely for the purpose of determining the appropriate acquisition decision for the procurement. This notice does not constitute a solicitation for offers. This is NOT a Request for Proposal (RFP), and respondents are solely responsible for all expenses associated with responding to this RFI. The United States Government (USG) shall not pay for information received.

Background

Work Details
Items requested: One (1) B737-500 or superior series aircraft (120 passengers minimum) and a sustainment package for two (2) years.

Operational Framework: Aircraft will be operated and maintained at a standard (75%) readiness rate.

Flight hours requirements: 300 hours (hrs)/aircraft/year (600 hrs. within the two (2) years).

Technical Specifications: Detailed technical specifications for the aircraft including fuselage cycling, total flight hours, engines, auxiliary power unit, landing gear, avionics equipment, setting location of passenger accommodation, support/services requirements, optional desired training, subscriptions, and spares/support equipment.

Period of Performance
The program’s Period of Performance (POP) will not exceed five (5) years.

Point of Debarkation (PoD) in Ecuador is the 11th Transport Wing, Cotopaxi International Airport (SELT) – Ecuador
