Description

The General Services Administration (GSA), Federal Acquisition Service (FAS), Office of General Supplies and Services (GSS), Supply Chain Program Operations Systems Division (QSDDC) is seeking information regarding Commercial Off-the-Shelf (COTS) subscription services that provide comprehensive shipment tracking capabilities via an Application Programming Interface (API). The goal of this RFI is to identify potential vendors and understand available solutions that can enhance our ability to track shipped packages, standardize tracking data from multiple carriers, and reduce the internal burden of maintaining tracking integrations and codebases.

Background
The General Services Administration (GSA), Federal Acquisition Service (FAS), Office of General Supplies and Services (GSS), Supply Chain Program Operations Systems Division (QSDDC) is seeking information regarding Commercial Off-the-Shelf (COTS) subscription services for comprehensive shipment tracking capabilities via an Application Programming Interface (API).

The GSA aims to identify potential vendors and understand available solutions that can enhance their ability to track shipped packages, standardize tracking data from multiple carriers, and reduce the internal burden of maintaining tracking integrations and codebases. Recent challenges in maintaining internal shipment tracking capabilities due to contract losses and personnel departures have led to inconsistent tracking data from primary shipping carriers, necessitating significant internal resources for troubleshooting and maintenance.

GSA's Requisition Channel and Schedules customers require real-time visibility into the status of their orders, which must be accessible through a robust API connection.

Work Details
The RFI seeks information on commercial shipment tracking subscription services that meet the following requirements:
1) At least 3 million unique tracking numbers annual throughput;
2) Unlimited API updates;
3) Support for basic parcel carriers including USPS, FedEx, UPS, and DHL;
4) Additional parcel carriers such as LaserShip, Amazon, and ShipBob;
5) Less-than-truckload (LTL) carrier support including XPO, Old Dominion, Estes, YRC, ABF, R&L;
6) No requirement for the use of GSA's own shipping credentials;
7) API connection with five access keys;
8) Branded tracking capabilities;
9) Webhooks functionality;
10) Salesforce integration;
11) Data security compliance with SOC2 and ISO 27001 standards;
12) Assurance that data cannot be stored or used by the provider. Vendors are encouraged to propose solutions that meet these required features as well as highlight any highly desired or nice-to-have features.
