Description

This announcement is posted as a Request For Information (RFI) only for an intended upcoming. solicitation that will be posted on the SAM.gov website. This RFI is being issued to determine whether or not there are qualified sources that will be able to meet the requirements of this intended upcoming solicitation. This upcoming solicitation will be for Residential Reentry Center (RRC) services to include Home Confinement (HC) placements for male and female offenders within the city limits of Chattanooga, TN.

The solicitation is anticipated to be for an IDIQ contract with tiered pricing. There will be a guaranteed minimum and an estimated maximum number of placements, to include in-house and home confinement residents. It is anticipated that all services will be solicited under a single procurement and will require that the successful offeror provide all services.

The requirement is anticipated to be for an estimated maximum of 65 In-House RRC beds and the capacity to place 55 residents into the HC program. HC range is within 150 miles of the facility. At this time, we can neither foresee nor predict any factors that would precipitate a change.

The Bureau would like input from providers of services in the community as to the feasibility of providing these services in this geographical area.

Background
The Bureau of Prisons (BOP) is seeking to establish a Residential Reentry Center (RRC) that provides comprehensive community-based services for individuals in the custody of the BOP or under the supervision of United States Probation and Pretrial Services.

The goal of this contract is to facilitate the transition of federal residents from incarceration to community reintegration, ensuring that they have access to necessary services and support during this critical period. This Request For Information (RFI) is intended to gauge the availability of qualified sources capable of meeting these requirements within the city limits of Chattanooga, TN, and within a 150-mile radius for home confinement placements.

Work Details
The contractor will be responsible for providing a range of services including:
1. Management and operation of an RRC with an estimated capacity of 65 in-house beds and 55 home confinement placements.
2. Development and implementation of a comprehensive staff training program covering topics such as emergency procedures, handling hazardous materials, and sexual abuse prevention.
3. Ensuring compliance with all applicable laws, regulations, and BOP policies throughout contract performance.
4. Maintaining a current operations manual that outlines facility policies, procedures, and programming available to residents.
5. Providing electronic media access for staff communication with BOP officials and ensuring secure handling of resident information.
6. Developing operational policies that align with generally accepted correctional practices as defined by the BOP.
7. Establishing a resident accountability program that includes monitoring movements in and out of the facility through sign-in/sign-out systems and maintaining contact with residents during authorized absences.

Place of Performance
The contract will be performed within the city limits of Chattanooga, TN, with home confinement services extending up to 150 miles from the facility.
