This announcement is posted as a Request For Information (RFI) only for an intended upcoming solicitation that will be posted on the SAM.gov website. This RFI is being issued to determine whether or not there are qualified sources that will be able to meet the requirements of this intended upcoming solicitation. This upcoming solicitation will be for Residential Reentry Center (RRC) services to include Home Confinement (HC) placements for male and female offenders within the city limits of Syracuse NY, Home Confinement radius: HC radius is 100 miles within the counties of Cayuga, Cortland, Herkimer, Jefferson, Lewis, Madison, Oneida, Onondaga, and Oswego.

The solicitation is anticipated to be for an IDIQ contract with tiered pricing. There will be a guaranteed minimum and an estimated maximum number of placements, to include in-house and home confinement residents. It is anticipated that all services will be solicited under a single procurement and will require that the successful offeror provide all services.

The requirement is anticipated to be for an estimated maximum of 36 In-House RRC beds and the capacity to place 17 residents into the HC program. HC is requested within 100 mile radius within the following counties, Cayuga, Cortland, Herkimer, Jefferson, Lewis, Madison, Oneida, Onondaga, and Oswego. At this time, we can neither foresee nor predict any factors that would precipitate a change.

The Bureau would like input from providers of services in the community as to the feasibility of providing these services in this geographical area.

Background
The Bureau of Prisons (BOP) is seeking to establish a Residential Reentry Center (RRC) that provides comprehensive community-based services for individuals in the custody of the BOP or under the supervision of United States Probation and Pretrial Services.

This RFI is intended to gauge the availability of qualified sources capable of fulfilling the requirements for RRC services, including Home Confinement (HC) placements for male and female offenders within a 100-mile radius of Syracuse, NY, covering specific counties.

Work Details
The contractor will be responsible for providing:
- A maximum of 36 In-House RRC beds and capacity for 17 residents in the HC program.
- Comprehensive staff training programs addressing sexual abuse/assault/misconduct prevention and intervention.
- Annual training on required topics, including emergency procedures and handling hazardous materials.
- Development and implementation of operational policies and procedures consistent with BOP standards.
- Resident accountability programs ensuring continuous monitoring and security within the facility and during authorized absences.
- Compliance with all applicable laws, regulations, and BOP policies regarding resident management, safety, and security.
- Community outreach efforts to foster positive relations with local stakeholders.

Place of Performance
The services will be performed within the city limits of Syracuse, NY, with a home confinement radius extending 100 miles into Cayuga, Cortland, Herkimer, Jefferson, Lewis, Madison, Oneida, Onondaga, and Oswego counties.
