Request for Information - Oracle User Productivity Kit (UPK) Replacement Effort

Background
The United States Air Force, specifically the Air Force Materiel Command (AFMC) and the Air Force Life Cycle Management Center (AFLCMC), is seeking information for a replacement of the Oracle User Productivity Kit (UPK). The current UPK tool is nearing its end-of-life, posing operational risks to over 26,000 users of the Defense Enterprise Accounting and Management System (DEAMS).

The DEAMS program is critical for financial management within the U.S. Air Force and U.S. Transportation Command (USTRANSCOM), interfacing with approximately 40 other systems across 170+ locations. The goal of this Request for Information (RFI) is to identify modern Commercial-Off-the-Shelf (COTS) Digital Adoption Platforms (DAPs) that can provide continuous training and support within user workflows while adhering to stringent cybersecurity and supply chain security mandates.

Work Details
The RFI seeks solutions that can replace the Oracle UPK tool with a modern DAP that includes features such as robust content authoring, management capabilities, and in-application user support. The selected solution must be capable of keeping pace with frequent software updates due to the Agile SAFe development methodology employed by DEAMS.
