DESCRIPTION:
Information is requested on the availability of medium range and long range instrumentation radars.

SYNOPSIS:
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service. Further, at this time, the Navy is not seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on the System for Award Management Opportunities (Sam.Gov) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.
BACKGROUND:
The Aircraft Signature and Avionics Measurements (ASAM) Radar group in the Atlantic Ranges and Targets (ART) department has a requirement to find and potentially procure new fixed, medium-range and long-range tracking radars.

REQUIREMENTS:
Please see attached Statement of Work (SOW).

PURPOSE:
The requested information is to estimate the quantity of viable suppliers, estimate the pricing of these radars as a set and individually, and to estimate the lead time on production of these radars.

RESPONSE REQUIREMENTS:

1. Information on alternative solutions and similar systems is also requested.
2. All responses should include potential sources for products or services.
3. Budgetary estimates and delivery schedules are requested and required.
4. Interested parties are requested to submit responses in Microsoft Word for Office 2010, Times New Roman 12 font, and are due no later than 04 March 2024 by 1400 EST. Responses shall be submitted via e-mail only to shannon.m.canada.civ@us.navy.mil.
5. The response shall include the following as a minimum:
a) Name, mailing address, phone number, and e-mail of designated point of contact.
b) Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 333314-Optical Instrument and Lens Manufacturing. "Small Business Concern" means a concern, including its affiliates that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. Please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards.

The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. The Government will not pay for any information received.

Background
The Aircraft Signature and Avionics Measurements (ASAM) Radar group in the Atlantic Ranges and Targets (ART) department has a requirement to find and potentially procure new fixed, medium-range and long-range tracking radars. The purpose of this request is to estimate the quantity of viable suppliers, estimate the pricing of these radars as a set and individually, and to estimate the lead time on production of these radars.

Work Details
The work involves the replacement of three instrumentation-caliber tracking NIKE RIR-778 radars with new fixed, medium-range, and long-range tracking radars. The specific requirements for the medium-range radar include system-level requirements such as frequency band, system sensitivity, system range, operations, network, coherency, data products, RFI, data format, classification, and optical tracking camera. Additionally, there are Tier 2 requirements for measurement and data capture capability, integrated logistics support, operability, interoperability, data distribution and analysis capability.

The long-range radar has similar system-level requirements as well as Tier 2 requirements for measurement and data capture capability, integrated logistics support, operability, interoperability, data distribution and analysis capability. The mission tasks include slaved-source tasks such as aircraft track for radar cross section (RCS), aircraft track for electronic warfare (EW), sphere track for RCS and range safety, chaff track for RCS, UAV track for RCS; mission awareness tasks such as weapons separation (Long-range), long-fire tracking (Long-range), boat operations.

Period of Performance
All items are to be received on or before 30 September 2026.

Place of Performance
The product will be delivered to Patuxent River Naval Air Station restricted airspace for medium-range tracking and offshore warning areas including W-386, W-387, northern W-72 for long-range tracking.
