As noted in the original notice, optional one-on-one virtual sessions were offered to interested parties. These sessions were successfully held on June 27, 2025.

The United States Coast Guard (USCG) is conducting market research to assess the availability and suitability of U.S. built and designed Offshore Supply Vessels (OSVs) that could be purchased and/or leased to support near-term mission operations in the Gulf of America and Caribbean Sea. This Request for Information (RFI) supports the Coast Guard's exploration of commercially available OSVs to complement existing USCG surface asset capabilities to provide logistics support, potential limited law enforcement capability, increased maritime domain awareness, and to extend the range and endurance of other USCG surface assets.

The USCG is also offering respondents the opportunity to participate in optional one-on-one virtual sessions with agency stakeholders on June 27, 2025, to support clarification and industry engagement. Additional details are outlined in the attached RFI.

Background
The United States Coast Guard (USCG) is conducting market research to evaluate the availability and suitability of U.S. built and designed Offshore Supply Vessels (OSVs).

The goal of this Request for Information (RFI) is to explore commercially available OSVs that can support near-term mission operations in the Gulf of America and Caribbean Sea. These vessels are intended to complement existing USCG surface asset capabilities, providing logistics support, limited law enforcement capability, increased maritime domain awareness, and extending the range and endurance of other USCG surface assets.

Work Details
The USCG seeks information on U.S. built, designed, and owned Offshore Supply Vessels (OSVs) or similar vessels such as Platform Supply Vessels and Fast Supply Vessels.

The USCG is interested in potentially leasing, lease-to-own, or purchasing multiple OSVs to be utilized as U.S. warships. Key operational requirements include:
- Length of 300 ft or less;
- Draft of 23 ft or less;
- Vessel speed of 12 knots or greater;
- Range of 2,000 nm or greater at economic speed;
- Capability to independently launch and recover two Coast Guard Standard boats up to sea state 4;
- Endurance to operate without replenishment for at least 21 days;
- Dry deck space of 2,250 ft² post-modifications;
- Accommodations for at least 55 up to 95 crew members;
- Space for installation of communication systems.

Respondents are requested to provide detailed information on existing vessels that meet these criteria, including design characteristics, modification capabilities, storage capacity, crew accommodations, fuel capacity, and any necessary modifications for refueling other vessels at sea.
