Description

The purpose of this Request for Information (RFI)/Sources Sought is to gather information about potential solutions to achieve the following supplies/services:

Professional services to include: conducting performance evaluations of ILAB-funded projects using a variety of methodologies and approaches; conducting different types of program evaluations; conducting ad-hoc qualitative studies and research; providing training to ILAB, ILAB grantees, and key stakeholders on monitoring, evaluation and learning topics; and facilitating various types of learning and M&E-related discussions with ILAB and its grantees as part of evaluation activities. Mixed methods and qualitative capabilities may be required for evaluations.

If your company can provide the services outlined above, please respond to this RFI by: answering all questions identified in the attached RFI Information and Feedback Form; providing a Capabilities Statement; and providing estimated pricing for market research purposes.

This Request for Information (RFI)/Sources Sought is being used as a market research tool to identify companies interested in being considered to fulfill future anticipated needs, with the capabilities appropriate to meet the specified need. This RFI is issued solely for information and planning purposes. It does NOT constitute a Request for Quote/Proposal (RFQ/RFP) or a promise to issue one in the future. This RFI does not commit the Government to contract for any supply/service. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred for responses to this RFI. The information provided may be used by the U.S. Department of Labor (DOL) in developing its procurement strategy and establishing and/or further defining a Performance Work Statement (PWS). Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. Failure to respond to this RFI does not preclude participants in any future RFQ/RFP, if any is issued. The information provided in this RFI is subject to change and is not binding on the Government.

Background
The U.S. Department of Labor's Bureau of International Labor Affairs (ILAB) is seeking to gather information through this Request for Information (RFI) regarding potential solutions for professional services related to monitoring, evaluation, research, and learning (MERL).

ILAB's mission is to ensure fair treatment of workers globally and to promote labor standards, equity, and the elimination of child labor and forced labor. This RFI aims to identify companies capable of fulfilling anticipated needs in these areas as part of ILAB's efforts to enhance its evidence-building activities under the Foundations for Evidence-Based Policymaking Act of 2018.

Work Details
The contractor will provide a range of professional services including: conducting performance evaluations of ILAB-funded projects using various methodologies; conducting different types of program evaluations; performing ad-hoc qualitative studies and research; providing training on monitoring, evaluation, and learning topics to ILAB staff, grantees, and stakeholders; and facilitating discussions related to learning and M&E activities.

Specific tasks include: conducting evaluations in various international locations; preparing final reports in compliance with Section 508 standards; managing travel logistics for evaluators; conducting qualitative studies such as focus groups and key informant interviews; providing training sessions tailored to audience needs; and ensuring confidentiality and protection of sensitive data.

Period of Performance
The anticipated period of performance includes a base period of 12 months with four additional 12-month option periods.

Place of Performance
The primary location for work will be at the contractor’s site or subcontractor sites, with travel required to various countries where ILAB projects are implemented.
