CBP is seeking information from interested vendors that could provide at least six (6) Medium Energy Mobile imaging systems (MEM) for the Large Scale (LS) Non-Intrusive Inspection (NII) program.

Background
The U.S. Department of Homeland Security, Customs and Border Protection (CBP) is issuing a Request for Information (RFI) for the Large-Scale Non-Intrusive Inspection (NII) Program. The goal of this program is to enhance the capability of CBP officers and agents in examining conveyances and cargo at controlled ports of entry and Border Patrol checkpoints. The systems will be utilized to detect hidden contraband such as illicit drugs, allowing for quick relocation based on threat assessments.

Work Details
CBP is seeking information from vendors that can provide at least six (6) Medium Energy Mobile imaging systems (MEM). These systems must meet or exceed the minimum mission requirements outlined in Section 3.0 of the RFI document. Vendors are encouraged to propose alternate system designs that add value and meet CBP's mission requirements, along with a technical rationale for any proposed changes. Key specifications include:

- Operational Environment: Capable of operating in temperatures from -30°C to 50°C with an objective of -40°C to 60°C.

- Power Requirements: Operate on external power of 220 VAC, 1 to 3-phase, 80 amps per phase.

- Number of Operators: Mobile-mode operation requires three operators; stationary-mode requires two.

- Imaging Capabilities: Real-time imaging with a display delay of no more than three seconds, capable of scanning commercial traffic with a throughput of at least 20 conveyances per hour.

Place of Performance
The systems will be deployed at various CBP Ports of Entry (POEs) including land border crossings along the Southwest/Northern borders, seaports, and airports within the United States.
