MCIA is seeking information for potential sources for geospatial technical services to support integration and dissemination of geospatial information and intelligence products. The scope of this requirement is to assist in providing enhancements and technical support specifically to the MCIA's GSS to provide a one-stop shop for data discovery, downloading, and sharing intelligence information on the various military, intelligence community, and mission partner network domains. The requirements that have been levied upon the MCIA will also include the continued development of an online portal and support to user troubleshooting, instruction, and product development capabilities.

As a component, service level intelligence center, the MCIA has a responsibility to provide data, products, and information to a wide array of military, Department of Defense (DoD), and Intelligence Community (IC) customers. Geospatial information requires a normalized and well understood architecture, with a skilled dissemination approach to ensure the widest possible delivery to the Operational Forces in a sustained and timely manner. In addition to MCIA's existing dissemination requirements, the Director of Intelligence (DIRINT), Headquarters, U.S. Marine Corps, has designated MCIA as the center-point for the Marine Corps Intelligence, Surveillance, and Reconnaissance Enterprise (MCISRE) which requires a robust enterprise. Included in that enterprise is an expected geospatial support requirement which will build upon what the MCIA has already developed and is likely to require innovation. MCIA experienced requirement quantity growth under the previous period and this may be the case in the future.

Background
The Marine Corps Intelligence Activity (MCIA) is seeking information for potential sources to provide geospatial technical services aimed at enhancing the integration and dissemination of geospatial information and intelligence products.

Work Details
The contractor will be responsible for the following tasks:
1.0 On-Site support to Geospatial-Web Dissemination and Development:
1.1 Sustain Existing Dissemination Capability: Provide support for maintaining web-enabled services, including updating ESRI server software and databases.
1.2 Dissemination Integration and Innovation: Develop geospatial intelligence sharing tools that align with existing command systems, supporting the dissemination of vector data and finished projects on both unclassified and classified networks using ESRI ArcGIS Enterprise.
1.3 Geospatial Products and Services Application Development: Create scripts, web services, endpoints, and tools to expand MCIA's geospatial offerings, utilizing modern JavaScript frameworks like React or Vue.js on classified networks.
1.4 Improve Background Reference Data and Data Discovery: Enhance Geo-Warehouse background data, improve geocoding solutions, and optimize data discovery capabilities within the Geo-Web dissemination system.
1.5 Documentation, Test and Evaluation: Provide documentation for repeat usage functions, perform testing against security guidelines, and document testing results to ensure system compatibility with requirements.

2.0 On-Site support to Geospatial Training, Troubleshooting, and Instruction:
2.1 Instruction: Research emerging technologies for potential integration into MCIA processes to enhance capabilities.
2.2 Training: Offer expertise in ESRI applications with the ability to provide training sessions as needed.
