Description

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the National Geospatial-Intelligence Agency (NGA) is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

Background
The National Geospatial-Intelligence Agency (NGA) is seeking information regarding the Geospatial-Intelligence Data Transformation Service (GDTS) IV. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.

The GDTS system, developed under the legacy Information Dissemination Service—Direct Delivery (IDS-D) contract, began operations in June 2010. The purpose of GDTS is to provide an ingest service for various data sources, enhancing enterprise discoverability through metadata extraction and remediation.

Work Details
The contractor shall provide all components required to meet GDTS functional and performance requirements for both Application Service Provider (ASP) and Infrastructure Service Provider (ISP) functionalities. Key tasks include:

1. Sustaining, developing, integrating, and modernizing the GDTS-IV hardware and software baseline.
2. Providing operational streaming hardware/software and file-based cloud services for data ingest, conditioning, and dissemination.
3. Supporting site staff for refreshing, upgrading, integrating new capabilities into operations, including system-engineering support and operational issue resolution.
4. Incorporating new data sources and changes to existing ones while maintaining security assessment efforts.
5. Supporting the development of new GDTS capabilities to operate in Denied, Disconnected, Intermittent, or Limited (D-DIL) scenarios primarily outside continental United States (OCONUS).
6. Ensuring rapid updates to accommodate data changes while maintaining system/software availability.
7. Managing all aspects of Data Center operations including hardware/software maintenance.

Period of Performance
The period of performance is anticipated to be up to five years total.

Place of Performance
The contract will be performed at NGA locations including NCE, NCW (St. Louis main office), Arnold, 2nd Street locations, as well as the contractor's site.
