Request for Information for SSOARS and IV&V Suppor

Background
In October 2003, the Social Security Online Accounting and Reporting System (SSOARS) was implemented as the Social Security Administration (SSA) system of record for the agency’s financial accounting function. Since that time, several software improvements and enhancements have been implemented to expand the functionality of both the SSOARS application and database. In addition, several interfaces with other feeder systems have been implemented. These improvements have been made to SSOARS to satisfy SSA’s unique functional requirements and to maintain compliance with federally mandated accounting standards. In recognition of project management and systems development best practices intended to assure the overall success of the project, SSA has used the services of a contractor who has provided SSOARS Operations Support Services during the initial SSOARS implementation and for post-implementation improvements.

Work Details
The purpose of this request is to acquire support for the operation of the current SSOARS financial accounting system and to assure the successful implementation of additional improvements and upgrades to the financial accounting system. Several system improvements to SSOARS require upgrades to the Oracle E-Business Suite application, the SSOARS database, and Fusion Middleware. The objectives of this support are to acquire services from a contractor that is familiar with, and has knowledge of: SSA’s Agency Financial Report, Oracle Federal Financials Software, Mandates governing federal agency accounting systems.
The Contractor shall provide Independent Verification and Validation (IV&V) and Support/Software Testing, Change Management, SSOARS Audit Support, Federal Information Security Management Act (FISMA) support, Security Technical Implementation Guide (STIG) compliance support, Quality Service Management Office (QSMO) support Social Security Electronic Remittance System help desk support, IT Budget support, Executive Assurance Process support, Reviewing Requirements for Task Orders, Troubleshooting Support, SSOARS System Documentation.
