Description

The primary purpose of this RFI is for the United States Government (USG) to identify and preliminarily review the maturity of potentially offered self-propelled howitzer systems. The USG is interested in systems that have high maturity and minimize or eliminate development time. Additionally, the USG is interested in understanding the possible future modernization options for those systems. Any information received in response to this survey will be used by the USG to assess the viability of potential future acquisition strategies.

The secondary purpose of this RFI is to collect initial technical details of mature systems to inform USG analysis. The USG will assess both propellant combustion and mobility through use of USG-led modeling and simulation. Any information received in response to this survey will not be used for a contract award. If these modeling methods are used in a future solicitation, official data will be requested through a Request for Proposal (RFP) at that time.

When responding, the USG encourages industry to present both mature systems that are in service as well as systems that could be in service by 2026, absent any USG investment.

Information regarding fielding to Ukraine may be considered, however the USG is most interested in understanding what maturation (testing, training, fielding, etc.) has been completed outside of the urgent Ukrainian situation.

Background
The United States Government (USG) is conducting this Request for Information (RFI) to identify and preliminarily review the maturity of self-propelled howitzer systems. The USG aims to find systems that are highly mature, minimizing development time, and to explore future modernization options.

This RFI serves as a means for the USG to gather initial technical details of these systems to inform analysis, particularly focusing on propellant combustion and mobility through modeling and simulation. The USG encourages responses regarding both currently in-service systems and those expected to be operational by 2026 without USG investment. Additionally, while information related to fielding in Ukraine may be relevant, the primary interest lies in understanding maturation efforts completed outside of that context.

Work Details
Respondents are asked to provide detailed information about their self-propelled howitzer systems, including:
- A summary of the system, including vehicles, ammunition, and necessary operational elements.
- Information on multiple variants or types available for sale, including production timelines.
- End user needs and performance requirements driving current system design.
- Shared components or subsystems with other fielded systems.
- Planned technology upgrades and their objectives/timelines.
- Integration capabilities with Advanced Field Artillery Tactical Data System (AFATDS) and other US government systems.

Maintenance details should cover support environments, required soldier skillsets, training overviews, technical manuals, and ammunition specifics. The product lifecycle section should describe the Systems Engineering process used in development, stability of product design, software development processes, verification testing completed, mission profiles used for design purposes, reliability estimates available, DFMEA analyses if applicable, FRACAS processes utilized, and fielding experience with military services.
