Background
The National Heart, Lung, and Blood Institute (NHLBI) is seeking a Senior Executive Consultant team to support its Immediate Office of the Director (IOD) in implementing a new organizational structure. The goal of this contract is to ensure that the new structure functions effectively and sustainably by documenting roles, workflows, decision-making relationships, and operating procedures.

This initiative is part of an organizational reset that requires staff to transition into new responsibilities.

Work Details
The contractor will provide services in two main categories: Organizational Transformation and Operating Model Support, and Executive Advisory and Change Management Support. Specific tasks include:
- Assisting NHLBI and NIH components in documenting roles, responsibilities, authorities, reporting relationships, decision rights, functional boundaries, and escalation pathways.
- Analyzing and documenting cross-functional workflows, handoffs, dependencies, approval points, communication requirements, operating procedures, and coordination mechanisms within NHLBI and NIH.
- Assessing workforce transition needs including onboarding, knowledge transfer, training, and capability development related to new roles across NHLBI programs.
- Developing recommendations to address organizational gaps and establish a sustainable operating model that enhances clarity, accountability, coordination, collaboration, and effective execution of NHLBI’s mission.

Bidder Requirements
Bidders must demonstrate relevant experience in providing organizational transformation and executive advisory services within the last three years. They are required to provide specific examples of past performance with government references for validation. Additionally, bidders should outline their strategies for ensuring high-quality service delivery, addressing issues affecting performance, recruitment measures for qualified candidates during a tight labor market, retention rates of staff throughout contracts, and any teaming or subcontracting arrangements they envision.
