BACKGROUND & SCOPE:

The U.S. Citizenship and Immigration Services (USCIS) is the agency under the Department of Homeland Security (DHS) that is responsible for adjudicating requests for immigration benefits such as asylum, adjustment of status, and naturalization. USCIS's mission is to uphold America's promise as a nation of welcome and possibility with fairness, integrity, and respect for all we serve.

The Public Accessibility Branch (PAB) in Civil Right, and Disability, Equity, Inclusion, and Accessibility (DEIA) Office (CRDO) supports the USCIS mission by helping USCIS ensure that members of the public with disabilities have equal access to USCIS programs, services and activities.

USCIS customers, also referred to as applicants, sometimes must attend in-person appointments at USCIS offices located throughout the United States. Some customers with disabilities require communication accommodations for their appointments.

Place of Performance:

The Contractor shall perform in-person services, when requested, at the primary place(s) of performance outlined in Attachment E-USCIS Locations and other non-USCIS location(s) including but not limited to judicial oath ceremonies, home visits, etc. The Government will provide advance notice to the Contractor for the services required at the non-USCIS locations.

Locations for in-person services are subject to change based on Government need.

The Contractor shall perform virtual as specified and established by the Government

INFORMATION SOUGHT:

USCIS requests the following:

1. Please provide your feedback on the draft Performance Work Statement.

2. What strategies can USCIS use to attract as many interpreters as possible to perform in-person work?

RESPONSE FORMAT AND GUIDELINES:

Responses shall be in Microsoft Word and are due no later than November 22, 2024, by 4:00 pm ET. Responses shall be limited to one (1) page. All responses shall be submitted via email to Kristyn.Holsopple@uscis.dhs.gov AND Angela.D.Hodges@uscis.dhs.gov.

Responses to this RFI provided via facsimile, hard (paper) copies, and telephone calls will NOT be accepted.

Responses shall not include any proprietary information or pricing information.

This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Background
The U.S. Citizenship and Immigration Services (USCIS), part of the Department of Homeland Security (DHS), is responsible for adjudicating requests for immigration benefits such as asylum, adjustment of status, and naturalization. USCIS's mission is to uphold America's promise as a nation of welcome and possibility with fairness, integrity, and respect for all it serves.

The Public Accessibility Branch (PAB) in the Civil Rights and Disability, Equity, Inclusion, and Accessibility (DEIA) Office supports this mission by ensuring that members of the public with disabilities have equal access to USCIS programs, services, and activities. This RFI seeks to gather information regarding Nationwide Public Disability Accommodation Services to assist USCIS customers who require communication accommodations during in-person appointments.

Work Details
The contractor will provide in-person and virtual communication accommodation services for USCIS applicants who are hard of hearing, deaf, deafblind, or have other disabilities. Key tasks include:
1. Providing in-person interpretation services for various appointment types including interviews (55% frequency), oath ceremonies (20%), biometric appointments (less than 1%), and others as needed.
2. When in-person services are unavailable, providing virtual interpretation services for biometric appointments and naturalization oath ceremonies.
3. Offering Communication Access Realtime Translation (CART) services remotely when required.
4. Ensuring that a minimum of two interpreters (ASL and Deaf Interpreter) are available for in-person services and at least one interpreter for virtual services per average 375 appointments per year.
5. Submitting monthly Appointment Service Reports detailing service events including date, time, duration, location, charges, event description, issues encountered, and applicant’s Alien Number.
6. Completing security clearance processes for personnel assigned to this task order.

Period of Performance
Base Period: 12 months; Option Period I: 12 months; Total Potential Period: 24 months.

Place of Performance
Services will be performed at USCIS locations throughout the United States as well as non-USCIS locations such as judicial oath ceremonies and home visits.
