Request for information for ID.me Identity Access Management (IAM) Solution Annual Software Licenses and Support Services

Background
The Social Security Administration (SSA), Office of Chief Information Officer (OCIO), Office of Digital Transformation, has a requirement to purchase ID.me Identity Access Management (IAM) solution software and support as part of its overall Digital Transformation Plan.

This initiative aims to enable a larger population of individuals to access SSA’s secure online services, including those for citizens, businesses, and government entities. The digital identity solution is crucial for identity proofing in SSA’s public-facing services, which are essential for the agency's strategic goals and ongoing support for the American public's interaction with SSA online. Without these services, SSA risks impairing its ability to verify registrants' identities and protect Personally Identifiable Information (PII).

Work Details
The contract requires the provision of ID.me IAM solution annual software licenses and support, including additional licenses as needed. The scope includes:

1. Identity Proofing: New Users Annual Licenses - The contractor must provide NIST 800-63-3 compliant identity proofing through three pathways:
- Online Self-Serve Identity Proofing: Users verify their identity online through a self-service flow using various verification methods and data sources.
- Virtual In-Person Identity Proofing: Users prove their identity remotely via video chat with a Trusted Referee (TR).
- Direct-to-TR: Users can opt for direct interaction with a Trusted Referee instead of self-service.

2. Maintenance Support: This includes software updates, patches, fixes, and unlimited call center support for login issues, identity proofing, and Multi-Factor Authentication (MFA) help desk tickets.

3. Monthly License Usage Reports: The contractor must provide reports detailing new user activations, renewal users, and performance metrics related to license usage.

Period of Performance
The period of performance is 12 months with four optional 12-month periods.

Place of Performance
The contract will be performed at locations specified by the Social Security Administration.
