Request for Information for Docketing Platform

Background
The Department of Energy (DOE) is seeking to enhance its intellectual property management capabilities through the procurement of an Intellectual Property Management System (IPMS). The Office of the General Counsel (GC) provides legal and policy advice to support DOE's mission, which includes advancing national, economic, and energy security through scientific innovation and environmental cleanup.

The goal of this contract is to obtain a comprehensive and effective IPMS that can manage various intellectual property interests efficiently.

Work Details
The contractor will be required to deliver a state-of-the-art intellectual property management system that includes patent and trademark docketing for up to 100 users. Key tasks include:
1. Implementing a system with FedRAMP Authorization or in progress;
2. Providing a government cloud-hosted service;
3. Conducting routine third-party security audits;
4. Ensuring HSPD-12 authentication using DOE’s OneID;
5. Establishing access controls with role-based permissions;
6. Managing records related to invention disclosures, patent applications, agreements, projects, U.S. manufacturing, copyright, and trademarks;
7. Docketing all applicable timelines for these records;
8. Allowing for minor modifications to capabilities and adding new users as needed throughout the contract period.

Period of Performance
The anticipated period of performance is one year with four additional one-year options.

Place of Performance
The services will be performed at locations designated by the Department of Energy.
